Is it permissible for the one who suffers from obsessive-compulsive disorder and spends much time in ablution (wudu'), ritual bathing (ghusl), and forming intentions (niyyah), to perform tayammum (dry ablution) in order to catch the Fajr prayer if only fifteen minutes remain before its time expires? And does the ruling regarding the uncertainty of urine drops exiting also apply to prostatic fluid (madhiy) that may exit without feeling it?

If a Muslim wakes up a quarter of an hour before sunrise, it is obligatory for him to perform ablution (wudu') and pray, and it is not permissible for him to perform tayammum (definition) (dry ablution), because there is sufficient time for purification and prayer. Similarly, if he wakes up in a state of janabah (definition) (major ritual impurity) and the time is even shorter than that, he must perform ghusl (definition) (ritual bath) even if the time for the prayer elapses. He must fear Allah and know that delaying prayer beyond its prescribed time is one of the major sins.
