Is it permissible to attach a permanent wig with openings for the head due to baldness, and is ablution valid with it?

Wearing a wig is forbidden. It is obligatory to remove it and replace it with something that maintains dignity and a good appearance, such as a turban or a cap. Wiping over it during ablution (wudu') varies in ruling according to the different madhhabs (schools of thought). As for ritual bathing (ghusl (definition)), it is not valid unless the wig is removed and water reaches all parts of the skin.
