Is it permissible to suffice with the partial ghusl at all times, including when one wakes up in a state of janabah, and does its ruling differ for one who emitted semen through unlawful means, and is it obligatory to perform wudu before and after it?

There are two types of ghusl (definition) (ritual bath): the sufficient and the complete. The sufficient ghusl is achieved by pouring water over the entire body, and it removes both minor and major ritual impurity, regardless of whether the cause for ghusl was permissible or forbidden. Wudu (ablution) is not required before or after it. As for the complete ghusl, it includes the sunan (prophetic traditions) and mustahabbat (recommended acts) of ghusl. Whoever limits themselves to the obligatory ghusl misses out on the full reward and merit.
