Is moving the vaginal area when feeling aroused, without ejaculating semen, and only having pre-seminal fluid (madhy) discharged, considered forbidden like masturbation, and does it necessitate ghusl (ritual bathing)?

What you are doing by masturbating is forbidden and is not a way to get rid of it. As for (ritual bath), it is only obligatory if you feel sexual arousal on its own.
