Should a woman who apostatized and then performed ghusl to enter Islam, but does not remember whether she recited the Shahadatayn before or after the ghusl, recite them now and repeat the ghusl as a precaution?

The conversion to Islam of an apostate is valid, whether their ghusl (definition) (ritual bath) precedes or follows their pronouncement of the Two Testimonies (Shahadatain). The preponderant opinion is that their ghusl is recommended (mustahabb), not obligatory, unless they committed something during their apostasy that necessitates ghusl. All of this applies if disbelief or apostasy is established; otherwise, such a ruling cannot be issued except by a knowledgeable jurist. Obsessive doubt (waswasah) can lead to an incorrect ruling of apostasy.
