What is the interpretation of feeling pleasure when thinking about a specific person, or when reading about masturbation without engaging in it, accompanied by a sensation of movement in the pelvis? And is ghusl (ritual bathing) required after reading about masturbation due to constant inflammation?

A girl should not read fatwas with the intention of arousing desire, but rather to learn the rulings of Islamic law. She must strive against her lower self, maintain a sincere intention, and avoid anything that excites her desire.

Merely feeling pleasure does not necessitate Wudu or Ghusl (definition). Rather, Ghusl becomes obligatory upon the actual emission of mani (sperm/seminal fluid), and Wudu upon the emission of madhy (pre-seminal fluid). Her fasting for the aforementioned purpose is a good deed.
