If a person fears being late for work due to ghusl, which would cause financial harm, then it is permissible for him to perform (dry ablution) and pray. This is because harm is negated in Islamic law, and because one of the excuses permitting tayammum is the fear of losing one's wealth. Some scholars have defined this as an amount exceeding the price of water.
