What is the ruling on ghusl if small spots remain that were not removed by water and soap after its completion, knowing that covering the entire body with water is one of the conditions for ghusl?

For the major ritual ablution (ghusl (definition)) to be valid, water must reach all external parts of the body. If any spot remains untouched by water, the ghusl is invalid. Some scholars hold that only the unreached spot needs to be washed. Others mandate repeating the entire ghusl if a long time has passed since the initial attempt.

Therefore, the questioner must remove whatever is preventing water from reaching the spot on their foot and strive to ensure water reaches the skin. If unable to do so, there is no sin upon them, and their ghusl is valid, as Allah states: "So fear Allah as much as you are able."
