Is it permissible to wipe over two thin socks that have small holes, worn one over the other in a way that they cover the ankles and the skin, and should the prayers that were performed by wiping over them be re-offered?

If both the upper and lower khuff (leather socks) are worn over a state of ritual purity, then it is permissible to wipe over them, regardless of whether the lower khuff is intact or torn.
