The answer

If blood or pus is under a splint and does not spread beyond it, it is excused, and there is no need to repeat the prayer. It is permissible to wipe over the splint, and the prayer is valid. However, if the blood or pus spreads beyond the splint's location or appears on it, it must be removed if possible. If washing it is difficult, one may wipe over it and pray. If one is able to remove it without harm but does not, their prayer becomes invalid and must be repeated. The determining factor in this is the ability to remove it and the absence of harm.
