Is it permissible to perform ablution by having another person pour the water, and is it obligatory to repeat past prayers if that is not permissible?

There is no harm in performing ablution with the help of others. Indeed, Al-Mughirah ibn Shu'bah poured water for the Prophet, peace and blessings be upon him, while he was performing ablution. If a person needs assistance, then its permissibility is even more fitting, and it may even reach the level of obligation.
