The answer

If it is impossible to prevent the substance from touching the organs of wudu', or to remove it except with extreme difficulty or harm, then its removal is not obligatory. Wudu' is valid with residual traces of it on the organs of wudu', and its effect is considered like that of a dye, not a barrier. The criterion is the passage of water over it.

It has been reported that the wudu' of a tattooed person is valid if they fear harm from its removal, even if they acquired it transgressively. Thus, it is even more appropriate that the wudu' of someone with residues of this substance on their hand is valid.
