What is the quick solution to the problem of obsessive doubt (waswasah) about passing wind during prayer and ablution, and can the solution be not to repeat ablution unless one is 1000% certain, especially since this obsessive doubt only occurs during prayer and ablution?

Your mere imagination that something invalidating ablution, like passing wind, has occurred does not nullify it. This is because ritual purity is not invalidated except by certainty of the impurity, and because the default is that nothing has exited unless proven otherwise. The effective remedy is to turn away from these whisperings and not pay attention to them.
