The answer

The emission of (pre-seminal fluid) does not necessitate (ritual bath). Rather, it requires washing whatever part of the body it has touched, and performing wudu (ablution). Sprinkling water on clothes is sufficient for them. It is a minor ritual impurity ( asghar), which permits reading the Qur'an without touching the mus'haf (physical copy of the Qur'an). It is more complete to read while in a state of purity. As for maniy (seminal fluid), it necessitates ghusl.
