is only to be given to the eight categories mentioned in the Quran, and what is meant by "Fi Sabeelillah" (in the way of Allah) are the Mujahideen (those striving in the path of Allah). Zakat must be given into the ownership of the poor person for them to spend it on their needs, whereas charitable projects are funded by voluntary Sadaqat (charity) and endowments (awqaf).
