Is it permissible to give a brother from charitable donations (sadaqat) to buy necessities, or to help purchase a dwelling, or cover the educational expenses of his children, especially when there are others poorer than him?

If a brother is in need of funds for his children's education, or to purchase a house or furniture, it is preferable to give it to him as charity (sadaqah (definition)), because this combines the reward of charity with maintaining kinship ties (silat al-rahim), unless there is someone in greater need than him. Ibn Qudamah said in "Al-Mughni": "It is recommended to start with the closest, then the next closest, unless there is someone among them who is in greater need, in which case he should be prioritized."
