It is not permissible to transgress against public municipal water and benefit from it without the municipality's permission, whether for personal use or for watering one's sheep. Whoever does this must immediately repent and pay the price of the water to the municipality, estimating the quantity to the best of their knowledge if they are unaware of the exact amount. It is not permissible to pay the amount to another party as long as the municipality exists and can be paid. Otherwise, one should donate the value of the water to charitable causes.
