The answer

The head or emir of a da‘wah (call to Islam) does not possess the ruling authority of a Muslim ruler (wali al-amr) with general wilayah (sovereignty). Applying hadiths about the pledge of allegiance (bay'ah) to this situation contradicts the methodology of Ahl al- wal-Jama'ah. It is obligatory upon Muslims to support their religion and cooperate in righteousness and piety. One who has committed himself to working for the service of religion is only bound by what Islam obliges him regarding cooperation in truth. Describing those who deviate from this obedience as Khawarij is a grave and baseless error.
