Is the construction of a second mosque considered a mosque of harm (Masjid al-Dirar) and a cause of division among the Muslim community, taking into account that the number of worshippers in each mosque is small, and the distance between the two mosques is short, but passing between them at night involves hardship and fear?

The basic principle is that it is not permissible to build a mosque next to another mosque, unless there is a need. If the construction leads to disunity among Muslims, it is a "Masjid al-Dirar" (mosque of harm) and must be demolished. However, if there is a need, such as a large population or a dangerous path to the existing mosque, then it is permissible to build a new mosque, even if it is close. If no such need exists, the second mosque must be demolished.
