The answer

"The one addressed by the prohibition against removing hair and nails is the one who intends to sacrifice, whether he performs the slaughter himself or appoints someone else, due to the Prophet's (peace and blessings be upon him) saying: ""When the [first] ten [days of Dhul-Hijjah] begin and one of you intends to sacrifice, let him not touch anything of his hair and skin."" The majority of scholars are of the opinion that the prohibition is for dislike (makrooh) not prohibition (haraam). It is disliked for the one who intends to sacrifice to remove anything from his hair or nails, and some have gone to the opinion of prohibition. According to the majority’s view, the dislike is lifted due to necessity.
