Is it obligatory for me to sacrifice given the rising prices and the low income of some groups, or should the public interest be prioritized? And is spending money on personal needs considered forbidden, considering my good financial situation compared to that of my husband?

The (sacrifice) is a confirmed , and a Muslim should not abandon it without a valid excuse. There should be no call to refrain from sacrificing on the grounds of high prices or low income, as this would be an obstruction to this ritual. Jurists have explicitly stated that it is disliked for one who is able to offer it to neglect it. The Udhiyah is a ritual that should be performed; it is a way of participating with pilgrims in the rituals of Allah. It is not obligatory but rather contingent on ability. If the wealthy offer sacrifices and show compassion to the poor, there will be good for everyone in that.
