The answer

Whoever vows obedience to Allah, it is obligatory upon him to fulfill it, as the Prophet, peace and blessings be upon him, said: "Whoever vows to obey Allah, let him obey Him." It is permissible to substitute the vow by selling the sheep and participating in a quarter of a cow according to some scholars, such as the Shafi'is, because participating in more than a seventh is better than sacrificing a sheep in their view. However, it is more cautious to sacrifice a sheep as you vowed, to avoid disagreement. And making vows is disliked.
