Delaying Al-Ifadah until the time of departure from Makkah is permissible and suffices for Tawaf Al-Wada', as mentioned by Ibn Uthaymeen. However, it is disliked to delay it beyond the Days of Tashreeq without an excuse. This dislike intensifies with prolonged delay, and a compensatory sacrifice (dam) becomes obligatory after the end of Dhul-Hijjah. If the month has passed, the sacrifice is unanimously obligatory.
