Is it permissible to congratulate female colleagues at work on the occasion of Eid al-Adha?

The majority of scholars hold that it is disliked for a man to initiate a greeting of peace (salaam) to an unfamiliar woman if there is a fear of temptation (fitna), and this ruling also applies to responding to such a greeting. Just as it is disliked to offer condolences to her in times of calamity, it is even more so disliked to congratulate her on Eid, in order to block the door to temptation and suspicion. It is proper to avoid congratulating unfamiliar women on Eids or other occasions, due to the potential harms and evils that may result from it. However, if necessity dictates the presence of both genders in one institution for work, then adherence to the regulations of Sharia (definition) is mandatory.
