The answer

If a young man proposing marriage has repented from his bad past and committed himself to religious observance, there is no impediment to accepting him as a husband, for the Prophet, peace and blessings be upon him, said: "If someone whose religiosity and character you are pleased with comes to you, then marry him off. If you do not do so, there will be tribulation on earth and great corruption." It is recommended to perform Istikhara (prayer for guidance) and consult with wise people. The deviance of his family does not diminish his value, for Allah Almighty says: "And no bearer of burdens will bear the burden of another." He should advise his mother. It is permissible to stipulate an independent residence. As for smoking, we hope he will abandon it through good advice and righteous companionship.
