Is washing the beard under the tap before washing the hands, after washing the face three times, in Wudu considered an addition to the Sunnah?

Washing the beard with water after washing the face is permissible. The best and most complete way, following the Sunnah (definition), is to run one's fingers through it with a handful of water. This ruling applies specifically to a thick beard. As for a thin beard that shows the skin, water must be made to reach what is beneath it. Some scholars are of the opinion that running fingers through it is a Sunnah, and this is done by placing water under the chin and passing the fingers from the bottom of the beard.
