The answer

No has been reported from Sheikh Ibn Baz generally prohibiting raising the voice with prayers upon the Prophet (peace be upon him). Rather, he issued a fatwa stating that raising the voice with it between the rak'ahs of Tarawih is an innovation (bid'ah); this is because there is no religious text specifically allocating this time for praying upon the Prophet (peace be upon him), especially if done with a collective voice that disturbs the worshippers.
