Was the clothing of women during the time of the Prophet, peace and blessings be upon him, raised a hand-span above the ground, such that the Prophet's command to lower the garment by a hand-span and Umm Salamah's statement, "Then their feet will be uncovered," indicate this, and is it permissible for a woman today to wear what is raised a single hand-span above the ground?

A woman must cover her entire body. The hadith (definition) narrated by Umm Salamah (may Allah be pleased with her) regarding the lengthening of garments does not indicate that women's clothes should be short; rather, it confirms their length. The Prophet (peace be upon him) permitted them to lengthen their hems by a span, then by an arm's length when their feet became uncovered. This is due to the particularity of women in covering their entire bodies. Scholars have unanimously agreed that the prohibition against dragging one's garment applies specifically to men, not to women.
