Consultation (Shura) is a fundamental principle in Islam. Allah commanded His Prophet Muhammad, peace be upon him, to practice it, and He described His believing servants by it, as in His Almighty saying: "And their affair is [determined by] consultation among themselves." The Prophet, peace be upon him, and his companions applied this principle, and he, peace be upon him, was the most consultative among his companions. An example of this is his consultation with his companions during the Battle of Uhud, where he adopted the opinion of the majority to go out and meet the enemy outside the city, despite his own opinion to remain within it. After this battle, Allah Almighty emphasized the importance of consultation by saying: "And consult them in the matter." Consultation is one of the foundations of , and it is obligatory for rulers to consult people of knowledge, piety, and experience in all matters.
