What is the ruling on what is called the "Wazifa," which consists of remembering Allah and sending blessings upon His Messenger, may Allah bless him and grant him peace, and may include some Quran? What is the ruling on its practitioner? And what should be done regarding this and other numerous innovations?

The remembrance of Allah (dhikr) and sending prayers upon the Prophet are great acts of worship that draw one closer to Allah. However, worship is built upon revelation (Sharia (definition)), not personal desires. The practice you described (dhikr and litanies performed in a specific number, in a collective voice, and with head movements) is an innovated bid'ah. This is because restricting dhikr to a specific number, which has no basis in the Sharia, is an innovation. Each one of these practices is an innovation, and the Prophet, peace and blessings be upon him, said: "Whoever introduces into this matter of ours that which is not from it, it will be rejected." This should be clarified to those who perform these acts. If they do not desist, then it is obligatory to warn against them. It is incumbent upon a Muslim to condemn evil according to his ability.
