Who is the narrator of the Hadith which mentions that the Prophet (peace be upon him) encouraged his Companions to frequently say, "There is no might nor power except with Allah," due to its virtue in repelling harm and, at the very least, anxiety?

The aforementioned Hadith (definition) was narrated by Al-Tabarani, and it states that the Companions complained to the Messenger of Allah, peace and blessings be upon him, about the scorching heat (al-ramdha), so he commanded them to frequently say "Lā hawla wa lā quwwata illā billāh" (There is no might or power except with Allah), because it wards off ninety-nine types of harm. Al-Busiri mentioned that its chain of narration has a weakness, and that one of its narrators is unknown, rendering the report denounced (munkar), even though Ibn Hibban mentioned him among the trustworthy narrators. The rest of the chain are trustworthy narrators, but the Hadith has a weak chain of narration.
