The answer

It is narrated in the that the Prophet, peace and blessings be upon him, said to Uthman: "O Uthman, perhaps Allah will clothe you with a shirt (of authority), and if the hypocrites wish you to take it off, do not take it off until you meet me," repeating it three times. The meaning of this Hadith is that Uthman, may Allah be pleased with him, did not abdicate the Caliphate when the hypocrites besieged him because he was upon the truth, and his abdication would have implied a delusion and an accusation.
