Does fondling and ejaculation outside the vagina after a definitive divorce and before the 'iddah period ends constitute a return to the wife according to Sharia? If it does, is it necessary to wait for menstruation to issue another divorce, and would this second divorce count?

If the divorce is less than three pronouncements and without compensation or a judge's ruling, it is a revocable divorce, and the wife is considered a wife, and it is permissible to enjoy her. Scholars have differed on whether reconciliation occurs through foreplay without intercourse. If reconciliation has occurred through this act and you wish to separate from her, then wait until she menstruates and becomes pure, then divorce her. If this was the second divorce, reconciliation is permissible before the expiry of the iddah (definition) (waiting period) which is counted from the time of the divorce.
