The answer

A menstruating woman, if she becomes জুনুব (in a state of major ritual impurity requiring ), is not required to perform ghusl until her menstruation ends. Then, she performs one ghusl for both and menstruation. However, if she performs ghusl for janabah during her menstrual period, her ghusl is valid, the state of janabah is removed, and she is permitted to recite the Quran.
