The answer

Divorce during menstruation is forbidden and reprehensible. The menstrual period during which the divorce occurred is not counted as part of the woman's ' (waiting period). Rather, her 'iddah begins after she finishes this menstruation and becomes pure. The majority of scholars hold that divorce issued during menstruation is valid, while others are of the view that it is not.
