The answer

A menstruating woman is not permitted to touch the Qur’an for recitation or for swearing an oath. It is obligatory to refuse to touch it or to place a barrier on the hand. If you are compelled to touch it, there is no sin. However, if you are not compelled, then seek Allah’s forgiveness and repent to Him, for Allah Almighty says: "None shall touch it except the purified" [Al-Waqi'ah: 79], and "None shall touch the Qur’an except one who is pure," and this includes purity from disbelief and from minor and major ritual impurity.
