An employee is not permitted to count hours as worked when they were not present, because an employee is a private contractor who must adhere to the terms of the agreed-upon contract, in accordance with Allah's saying: "O you who have believed, fulfill [all] contracts." However, if the employee makes himself available for work and there is no work, or if the employer grants him permission to leave, then he is entitled to his wages.
