Is money earned from helping an engineering office design a project for my company, in exchange for half of their fee, permissible or forbidden, given that the owner of the company did not ask me to do so, and it is not part of my basic job, and this does not harm the employer but rather benefits him?

As long as the work is not part of the duties for which you are paid by the company, there is no objection to doing it with the engineering office brought in by the company owner, provided that this work is outside the company's official working hours.
