If the official exempts you from work for a valid reason that complies with labor laws, such as an illness that justifies your absence while entitling you to the salary, then the salary is permissible for you, and you are not required to return it. However, if your exemption was without right, then the salary you received without working is not permissible for you, and you must return it to the government.
