Is consulting and organizing a daily schedule after Fajr prayer, then secluding oneself for ذكر (remembrance of Allah) and reciting the Quran in the mosque until sunrise, considered a form of Shura (mutual consultation) from the Sunnah, and what are its evidences and virtues?

A Muslim's visit to his brother to remind and teach him matters of his religion is a good deed for which he will be rewarded. Consulting to organize this work and achieve benefit from it is permissible, and one will be rewarded for it, as it aids in good deeds. However, believing that this consultation is مطلوب بذاته (sought for its own sake) and that it is a Sunnah (definition) falls under innovation (bid'ah).
