Is it permissible to make up the four rak'ahs of the Sunnah prayers that are performed before Dhuhr, a third of an hour after sunrise, due to work circumstances?

The regular Sunnah (definition) prayers (Sunan al-Rawatib) are performed after the prayer time begins, as they are linked to a specific time. If someone misses this Sunnah, it is legislated for them to make it up after the Dhuhr prayer, or at any time they can perform it, even after the Asr prayer. This is based on the Prophet Muhammad (peace be upon him) making up supererogatory prayers, such as his making up two rak'ahs after Asr that he had been preoccupied from performing after Dhuhr. It is also based on his saying that if he did not pray four rak'ahs before Dhuhr, he would pray them after it.
