It is forbidden for your brother to work for an insurance company, because commercial insurance is prohibited. The sin is even greater if his work involves inventorying the contents of hotels and bars, including bottles of wine. Therefore, he must leave this work and seek lawful earnings, unless he is compelled to perform prohibited work to cover the necessities that preserve his life and those he supports.
