Is working in the ownership of an internet café, or providing internet service to homes, permissible or forbidden, especially with the variety of internet uses, some of which are permissible and some of which are forbidden? And does the owner of the café bear the burden of the users whom he cannot control?

The questioner should limit his work to the hall where he can control and monitor users. As for distributing subscriptions outside the hall, he should not do so, because most subscribers use this service for impermissible purposes. The basic principle is not to open such subscriptions except on condition of control, which is not possible with external distribution.
