If the -giving entity is certain, or has a strong presumption, that the aforementioned organizations will disburse it in accordance with its prescribed Shar'i uses, as delineated in the verse: "Indeed, [prescribed] charitable donations are only for the poor and the needy, and those who work on [collecting] them, and those whose hearts are to be reconciled, and for [freeing] captives, and for those in debt, and for the cause of Allah, and for the traveler"; then it is permissible to give zakat to them. This may even be preferable given the needs of those affected by the earthquake.
