If a person guarantees a beggar charity, it is permissible for him to accept it; for voluntary charity, unlike obligatory , is permissible for the wealthy, as it is akin to a gift. However, if the beggar is poor and what his parents spend does not suffice his needs, it is permissible to give him from Zakat due to his poverty, and he may spend it on his needs, such as education or other necessities.
