Is providing water to a poor family and offering a meter in their name considered an ongoing charity (Sadaqa Jariyah), or an ordinary charity, given that they pay their consumption bill monthly?

Giving charity through water connections and similar items from which people benefit and whose substance remains, is considered an ongoing charity (Sadaqah (definition) Jariyah). Everything dedicated for charitable purposes is part of ongoing charity. The Messenger of Allah, peace and blessings be upon him, said: "When a person dies, his deeds come to an end, except for three: an ongoing charity, or knowledge from which others benefit, or a righteous child who prays for him." Scholars have interpreted ongoing charity as endowments for charitable purposes, or anything whose benefit is continuous.
