What is the ruling of the Sharia regarding someone who performs Hajj or Umrah every year—while there are relatives in need of money for medical treatment, or for sponsoring orphans, or for performing Umrah and Hajj—knowing that one of the preachers encouraged performing Hajj every year without spending money on those aforementioned causes?

The Sharia (definition) encourages repeated performance of Hajj and Umrah (definition), stating that it eliminates poverty and sins. Hajj is superior to voluntary charity, unless the charity is given to a needy relative. Sheikh al-Islam Ibn Taymiyyah mentioned that giving charity to needy or distressed relatives is superior. However, if both are voluntary acts, then Hajj is better, provided that one fulfills obligations and abstains from prohibitions. Therefore, for someone who has needy relatives, giving charity to them is better than performing a voluntary Hajj. Nevertheless, a capable person should not delay Hajj for more than four years.
