What is the ruling on disposing of the funds of donors (from charities and zakat) to support the needy, revolutionaries, and hospitals, given the current circumstances in Libya?

You should not pay funds except to the eight specified legitimate categories. If Zakat funds are mixed with other money, then the certain amount of Zakat must be disbursed to its categories. It is permissible to disburse all the money to these categories, because voluntary charity can be spent on them, whereas Zakat can only be spent on its eight categories.
