What is the ruling on not paying salaries due to the suspension of work because of Corona and the closure of roads, and is it permissible to pay from Zakat to a Muslim or non-Muslim employee?
The reference for judgment in this matter is the agreed-upon work contract. A private employee is entitled to his wage by making himself available to his employer and enabling him to obtain the benefit. If he is unable to do so, he is not entitled to the wage, and it is permissible to terminate the lease contract due to unforeseen circumstances. The tenant is permitted to terminate the lease due to general emergencies in which it is impossible to obtain the benefit.
It is permissible to give to employees who are entitled to it due to their poverty or indebtedness, but it is not permissible to do so as salaries. It is not permissible to spend the obligatory Zakat on a non-Muslim, unlike voluntary charity.
