What should a friend do who vowed to donate 3000 Riyals as Sadaqah if she were to speak to the questioner again, and she has spoken and returned [to conversing with her], but she does not possess the amount for the Sadaqah?

If the vow is merely a vow with oneself, then nothing is incumbent upon her. But if it is a vow with Allah, then it is a suspended vow ( mu‘allaq) that must be fulfilled. If she is completely unable to fulfill it, then expiation for breaking an oath (kaffarat ) becomes incumbent upon her.
